Özet

The period from birth to the start of primary school is acknowledged as a crucial time for children. It potentially includes great opportunities despite risks associated to vulner-abilities. Meeting the proper care, nutrition, safety and protection needs of children in this age group in a timely manner is pivotal to ensure their well-being and best interests. Quality services provided in the early years potentially enhance children's wellbeing in the long term. In the absence of such provision, inequalities could be exacerbated. To implement practices that take into account children's welfare and well-being, standards for early childhood education and care (ECEC) services should be regularly monitored. Simultaneously and on the strengths of evidence, new models could be developed. The implementation of any novel models requires legal and strategic arrangements includ-ing provision for the necessary financial resources. Making use of the historical contexts, adapting the models and preparing action plans according to established and emerging needs facilitates the accessibility of ECEC services. This chapter provides a historical analysis on ECEC, an overview of concepts related to children and ECEC services together with the impact such services have on children, families and society. The chapter concludes with an evaluation of access policies for ECEC services.
