Participation in the decision-making process is discussed in developed countries as well as in developing countries. In discussions of for whom and how participation can be achieved, attention is drawn to the importance of empowering communities. An example of this issue is the city of Medellin in Colombia, a Latin American country. The ongoing wave of violence since the late 1940s, coupled with economic problems in Medellin, has created a vicious cycle. The solution of this cycle has been realized in the context of the socio-political policies and related urban integration projects that have been adopted since the 1990s. The way in which these politics can be passed on is a three-component, five-step process. In this article, the Urban Integration Project (UIP) implemented in the Northeast Community, which is the first among the troubled areas identified after a brief transfer describing the upper framework, opens in detail in the context of all stages and components. In each phase of diagnosis, planning, design, implementation and activation; physical space, participation and coordination can be clearly read. The reading provides a significant example, that design is not a goal, but a means for participation and empowerment of communities.
